As such, if both users are utilizing the same SMS app and can send via RCS (stock Samsung Message or Google Messages) this allows the sharing of significantly larger files than wouldn't normally be possible through regular SMS/MMS capabilities.

I understand why you want to limit the amount of data being sent simply from a server-load perspective. This was aborted by Signal because the file size was too large.
